BOSTON-The Community Builders, a not-for-profit housing developer, and Charlesview Inc., a not-for-profit owner of subsidized homes, have started construction on the Charlesview Residences at Brighton Mills. The Boston Zoning Commission granted permission for the plan to construct 100 owned units and 240 rental units in January 2011.
