WOOLWICH, NJ-The Oaks, the first of three affordable rental properties within the 1,600-acre master-planned Weatherby community is now fully leased, says Community Investment Strategies. The Oaks at Weatherby will consist of eight newly constructed three-story buildings comprised of 8, 10 or 12, one-, two- and/or three-bedroom units, ranging from approximately 700 square feet to 1,400 square feet.

Formerly a rural area in Gloucester County, Woolwich has become one of the fastest-growing municipalities in the country because of its access to mass transit and highways, and an outstanding school district, says Christiana Foglio, founder/owner and CEO of Lawrenceville, NJ-based CIS, which was appointed by the master developer to create the project’s affordable housing.

“In fact, this particular planned urban development is driver that created that kind of growth," Foglio tells GlobeSt.com. Still, the affordable portion of the development required some salesmanship to suburbanites who were concerned about lower income housing. “There was a lot of fear,” Foglio admits. “But once they saw the quality of the units, we’ve gotten a tremendous response.”

The 86-unit building at Village Green Drive and Center Square Road, designed for families with young children, is part of development that also includes a 750-square-foot community center and rooftop solar panels. Additional amenities include social programs developed to support families, professionally landscaped grounds and a children's play area. The master developer here is Summit Ventures.

"To create a single-family home atmosphere at The Oaks, we incorporated direct front-door entry for each unit, similar to that of a townhouse community, so that everyone has their own address, their own front steps," says Barbara Schoor, CIS VP, in a statement. "While this may seem like a simple design element, it has had tremendous impact on our tenants, many of whom associate a private front door and steps with homeownership."

Future affordable units will be built as the rest of the community develops, though the timeline is uncertain now that the two-year moratorium on the 2.5% Council on Affordable Housing fee has been signed, says Foglio, a former COAH chairman. Plans for the next building will begin early next year.

"The Oaks has set the benchmark to which other fixed-income and market-rate communities throughout South Jersey should be held," says Giuseppe "Joe" Chila, Woolwich Township committeeman and county freeholder in the statement. "As the result of a true public/private partnership between township officials and private developers, modern construction and designs, The Oaks fills a distinct community need and reflects the character of the surrounding Weatherby neighborhoods as well as greater Woolwich Township."

Other CIS affordable housing communities under development include projects in Florence for senior citizens, and a 55+ development in Freehold.
