BALTIMORE-The Baltimore Development Corp. is accelerating plans for a $20 million residential complex, called Liberty Park, on the west side of downtown Baltimore. Last year, Anthony Waddell and Christopher Harrison proposed an unsolicited offer to buy five city-owned assets and the old Health Care for the Homeless building for the 92-unit project.
