SAN DIEGO-The city of San Diego will start preliminary review on plans presented for a $200-million mixed-use development in Mission Valley later this year. Doug Manchester, the U-T San Diego publisher, purchased the U-T San Diego campus in December.

The developer has not yet submitted full formal plans for the project, which will also require the Planning Commission and City Council's approval.
