MINNEAPOLIS-A partnership between TE Miller Development Inc. and Solhem Cos. is proposing a six-story apartment building on vacant parking lots that are being sold by the Star Tribune. An apartment developer is buying the lots in Minneapolis' North Loop district to build 138 apartments.

The site, located at 815 N. Second St., is directly across the street from the Star Tribune's Heritage Center printing and distribution building.
