BIRMINGHAM, AL-A developer is planning to develop a $33-million multifamily project near Railroad Park. AL.com reported that Inland American Communities Group Inc. is preparing to purchase a property at 16th Street South and Third Avenue South for $3.1 million from Birmingham.
