SAN CARLOS—Local officials on Monday considered a proposal for a new mixed-use development that would include 280 apartments, but the approval process is delayed until later this month, so that the city council can give further thought to the project's environmental impact.

The sticking point, according to the Palo Alto Daily News, is an environmental report that says the proposed Transit Village development along El Camino Real won't have unmanageable impacts. The city's planning commission gave hesitant approval to the environmental document in November after four meetings that did not answer all concerns about traffic the development might create, among other issues. The state-mandated report concludes that any significant impacts from the development can be reduced to "less-than-significant" levels The News reported.

The 10.5-acre site is owned by the San Mateo County Transit District, which would lease some of the land to developer Legacy Partners Residential, LLC. The project would also include some restaurants and retail.
