REDWOOD CITY—The developer planning a marina residential community here has offered $50,000 to about two dozen remaining boat tenants if they will end their opposition to the proposal.

Developer Paul Powers is planning to build 411 upscale rental units and a private 263-slip marina at Pete's Harbor, reports the San Francisco Business Times.

The State Lands Commission still has to approve transfer of the outer harbor lease to the Pauls Corp. before the development can proceed.
