SUGAR LAND, TX-Fort Bend County, approximately 30 miles southwest of Houston's CBD, is considered one of the fastest-growing counties in the United States by outlets such as CNN and Forbes magazine. But that growth means the citizenry in cities such as Rosenberg, Richland and Sugar Land are underserved when it comes to healthcare providers.

That factor is why Memorial Hermann Health Care System has launched construction on a 100,000-square-foot medical office building on its Sugar Land campus. And it's why Wellington Development Co. opted to build the 125,000-square-foot River Pointe Medical Plaza. The two-phase project will eventually feature a two-building, 73,000-square-foot medial campus and approximately 52,000 square feet of retail space. Pre-leasing is underway on the first phase involving a 45,000-square-foot MOB.

Wellington Development's principal Chris Hotze and Transwestern's senior vice president Tim Gregory tell GlobeSt.com that now is the ideal time to go north on a project such as River Pointe for two reasons: Location and demand.

The development's location at US 59 and Grand Parkway is a very busy intersection, with plenty of visibility. "This is a class A development at a strategic intersection," comments Gregory, who is handling the medical office leasing on behalf of Wellington Development. He adds that the highways can bring people in from areas of west Houston, such as Katy, TX. Furthermore, the development is very close to Memorial Hermann Sugar Land Hospital and its medical office development. "We're in the shadow of Memorial Hermann," Gregory comments. As such, "As Memorial Hermann announced their expansion, including another professional office building, we recognized a likelihood that doctors in the area would be interested in another professional office building," Hotze comments.

Hotze also points out that, from a development standpoint, the project will be situated on the last commercial tract available at a major regional intersection. "In fact, we didn't decide to develop this until we had the opportunity to look at the best uses," he adds. "We came up with medical, retail, financial, restaurants and apartments."

Ultimately, the pent-up demand for class A medical office product steered the project toward that use. "What we're seeing in today's healthcare environment is decentralization; it's something we've seen during the past five to seven years," Gregory explains. Basically, many healthcare providers are branching out from Houston's core Medical Center district to move into suburbs and submarkets.

"They're figuring out how to cut costs, be more efficient in delivery of healthcare and to expand into key markets where there are strong demographics and strong payor mixes," Gregory explains. Those markets in the greater Houston area include Clear Lake, The Woodlands, Kingwood, Pasadena – and Sugar Land. "There's around 1.6 million square feet of medical office space in the county; our average occupancy in Sugar Land for medical is in the 90%-plus category," Gregory says.

Gregory says he's targeting physician groups for possible tenancy, focusing on specialties such as dialysis, dermatology and ophthalmology. "We're going after physician groups that want a class A medical environment," he adds.

River Pointe's first phase is scheduled for Q3 2014 delivery. The second phase, a 28,000-square-foot, two story building will go north upon completion of phase one. Tony Armstrong and Craig Varney, vice presidents at Transwestern, will lease the retail property, scheduled for completion in 2014. Kirksey Architecture is the architect of record.
