LOS ANGELES-The City Council will vote today on whether the controversial Millennium Hollywood mixed-use project will be greenlighted, an important step forward in the project's pre-construction planning. If approved, the developer will still need to obtain city building permits before work begins.

As previously reported by GlobeSt.com, the planned development is located on 4.5-acres of vacant parking lots surrounding the famed Capitol Records building in Hollywood. The City Council's Planning and Land Use Management Committee last month approved a modified design for the apartment, retail, hotel and office project that will see its East tower cut from a planned 55 stories to 39, while the West tower will be lowered from a planned 45 stories to 35.

Millennium Hollywood is planned as a million square feet of residential, retail, office and hotel space. The project is one aspect of a massive overhaul currently underway in the Hollywood Blvd. and Vine St. area. Also nearby is the big Columbia Square mixed-use development.

The Millennium Hollywood project has been the target of criticism for some time, many coming from nearby residents who fear that the rash of high-density projects will forever change the character of Hollywood. Complaints have ranged from Millennium Hollywood's massive size to its affect on the Capital Records underground sound chambers to traffic congestion in the area.

The latest complaint arrived this week when an attorney said that project developer Millennium Partners is concealing the proposed construction location's proximity to a Hollywood fault line. Complaints to various state governing boards have gotten responses, but so far, nothing that apparently would derail the key Council vote today.

Robert Silverstein, a land-use and environmental attorney representing community groups opposed to the Millennium Hollywood project, also claimed the city Dept. of Building and Safety engineers did not properly evaluate the risk of building near the fault. He did not immediately reply to a request for additional comment.

Millennium Partners' cofounder Philip Aarons tells GlobeSt.com that the allegations regarding the environmental review of the Millennium Hollywood project raised by Silverstein are false.

“Mr. Silverstein is well known for litigating against numerous developments in the Hollywood area,” says Aarons. “The charge that our project site is located on the Hollywood fault is refuted by the extensive geotechnical investigations that were conducted at the request of the city. The only subsurface investigation done to date at this location was completed in connection with the project and found no evidence of an active fault on the project site. The findings give us complete confidence that our project site is safe. To provide further assurance, the project EIR contains mitigation measures that require a final geotechnical report, to the satisfaction of the city's Dept. of Building and Safety, before the project can be built.”

Regarding any further actions by the state, “we welcome such investigation,” says Aarons. “However, it is important to note that the most important data is the site-specific investigation that has already been undertaken.”

Aarons concludes, “Millennium Partners has spent the last six years working on our development and have had numerous discussions with community stakeholders during that time. Much of their input has been incorporated into our plans, and we are appreciative of their participation. We firmly believe that this project will be a positive addition to the Hollywood community and bring enormous economic benefits to the area and city as a whole, including the creation of 2,900 jobs during the construction process, and look forward to (today's) City Council hearing on our proposal and what will hopefully be a positive vote in its favor.”
