NEW YORK CITY-The Feil Organization and Savanna have signed the New York State Department of Motor Vehicles to 27,455 square feet of retail and office space at 21 Penn Plaza. David Turino, director of commercial leasing for Feil, represented the landlord in the transaction, while Jeffrey Rosenblatt of Newmark Grubb Knight Frank represented the state of New York.

The DMV will occupy 1,385 square feet of retail space on the first floor, which will serve as a private entrance for its 26,070-square-foot customer service facility on the second level. The organization signed a 10-year lease and will move from its Herald Square location next spring. Combined with other recent transactions, the building's occupancy rate has soared from 78% to 93% in under two months

CBRE has completed a 10-year, 11,000-square-foot lease of the partial 9th floor at 333 Seventh Ave. on behalf of Jed Root, Inc., a fashion industry agency for photographers, stylists, and hair and makeup artists. The company also has offices in London, Los Angeles, Paris and Tokyo. Jed Root will relocate from 61 Walker St.

Rose Associates, the exclusive retail leasing agent for the Shops at Peter Cooper Village and Stuyvesant Town, has signed a 10-year lease with Starbucks for a 2,200-square-foot space on the southeast corner of First Avenue and 23rd street. The lease is for a portion of a larger space that was formerly a Chase Bank branch. Rose's Bruce Spiegel, senior managing director, and William Bergman, commercial leasing manager, represented Peter Cooper Village and Stuyvesant Town in the transaction. David Firestein of the Shopping Center Group represented Starbucks.

Monday Properties and Invesco, owners of 230 Park Avenue, announced today that it has signed a new lease with Lee Hecht Harrison, a global talent mobility firm, at 230 Park Avenue. Lee Hecht Harrison is a wholly owned subsidiary of Adecco USA, the world's leading workforce solutions organization. Lewis Cohen of Mohr Partners represented Lee Hecht Harrison in the lease transaction. Monday Properties was represented in-house by Jordan Berger, together with the 230 Park Ave. co-broker team from Jones Lang LaSalle; Frank Doyle, vice chairman, Jonathan Fanuzzi, EVP, Paul Glickman, vice chairman and David Kleiner, SVP.
