HOUSTON-Houston has topped many lists in areas such as economic development, trade and commercial real estate leasing. According to TomTom Americas Traffic Index, Houston also tops the list in Texas as a region with the most traffic congestion.
Basing its results on GPS measurements taken from drivers on the road during both rush hours and non-rush hours, the report puts Houston at a congestion level of 22%. Los Angeles, by comparison, has a congestion level of 35%, while San Francisco's level is 32%. In the Americas, Rio de Janeiro takes top honors, with congestion at 50%.
