NEW YORK CITY–Connell Foley has hired Vincent Torna and Frank Cara—both considered leaders in regulatory, compliance and litigation issues related to complex infrastructure projects—as partners in charge of the firm’s New York construction law practice. 

Torna specializes in construction and public contracting law, including representation of contractors, subcontractors and developers in litigation involving bridges, tunnels, subways, roadways, water treatment plants, schools, and residential and commercial high rises.  Following several years handling construction matters for the city, Torna became a partner in the construction law firm of McDonough Marcus Cohn & Tretter. He has more than 20 years of experience. “It’s a natural fit for me and, with numerous large projects underway in New York City, the timing was right,” he says.
