NEW YORK CITY--In his most recent post, Ethan Penner sees the swearing in of Janet Yellen as Federal Reserve Chairman as an opportunity to reflect on the tenure of another chief economist, Sir John Cowperthwaite. Penner draws attention to the recent column from the Weekly Standard discussing Cowperthwaite's Hong Kong legacy, and the lessons Yellen should glean from it.

Cowperthwaite was Hong Kong's financial secretary from 1961 to 1971. Much like Yellen, he had a humanist outlook in a field that largely works in statistics and equations. But nstead of relying on numbers, Cowperthwaite hewed close to a general principles, allowing Hong Kong to become the dynamic economy it should have been.
