NEW YORK CITY—In his most recent post, Ethan Penner discusses the current refugee crisis brought about by the conflict in Syria and wonders who is in charge of the confused global attempts to end the conflict.

The humanitarian plight of the Syrian refugees has led to aid coming from seemingly unwelcomed places—namely Israel—says Penner. And yet, because of this, this aid has to go under cloak of secrecy, further exacerbating the humanitarian concerns of the refugees, believes Penner. Penner questions who is taking leadership over the ongoing resolution talks, and further asks what it says about the leadership that Iran is asked to play a key role.
