DOVER, NJ-This town is looking to expand its downtown as a transit-oriented neighborhood by redeveloping several public parking lots within walking distance of the train station for mixed use. The town is actively seeking proposals for multiple projects, with a submission deadline of May 16.

Michael A. Hantson, Dover's engineer and planning and zoning officer talked with GlobeSt.com about what the town is looking for: “The idea is to complement and support – not compete with – our shops and offices in the center of downtown,” Hantson said. “We already have mixed-use and a historic, traditional look to the buildings, particularly along Blackwell Avenue.”

“We anticipate proposals that have retail sales and service on the first floor and residential apartments above,” he said. The town has a four-story height limit in the downtown area.

The redevelopment area is concentrated south of the railroad track, and Hantson said plans call for creating structured parking in that area to accomodate commuter parking.

Hantson said that the Dover zoning code for downtown development does not set limits on density, but does stress form and architecture requirements.

One- and two-bedroom apartments probably make the most sense in a transit-oriented area, he said, but developers can determine their own criteria. “Dover offers a blue-ribbon high school to residents,” he said, “which is part of its attractiveness.”

An informational hearing for developers will be held April 8 at 10 a.m. beginning at Town Hall and continuing with a tour of various redevelopment parcels.
