WHITE MARSH, MD—An administrative law judge will consider the merits of a revised proposal by Paragon Outlet Partners to decrease the residential component of its project here in favor of additional retail.
It is the latter facet of the proposal that has drawn the ire of competitors the White Marsh Mall and other area retail property owners. White Marsh Mall owner General Growth Properties and Federal Realty Investment Trust, which owns The Avenue and other nearby retail properties, have hired Fontaine & Co., a Baltimore-based advocacy and public affairs firm, to advance their arguments against the project, according to the Baltimore Sun.
The firm has conducted a survey of area residents and is prompting them to attend a hearing on Thursday on the project. The survey found that 64% of the 349 respondents opposed the outlet center,
"Baltimore does not have an upscale outlet mall right in its backyard," says R. Kelvin Antill, development partner for Paragon. "The site is highly desirable to us. An outlet mall tends to draw from a larger region than the regional malls."
The Baltimore administrative judge will rule on whether to allow Paragon to modify a previously approved plan that called for mostly office development, to its current proposal that calls for an expanded outlet mall of 525,000-square feet. The revised plan significantly reduces the amount of office and residential components of the project. See story in the Baltimore Sun.
