SHAFTER, CA—Scannell Properties has purchased a 22-acre parcel of land from Roll Real Estate Development at its Paramount Logistics Park in Shafter, CA. The developer plans to build a 210,000-square-foot ground sort hub on behalf of an unnamed global deliveries company. The purchase price was undisclosed.

Scannell Properties plans to have the property completed in the middle of 2015, an impressive feat considering it is less than 12 months from the time of the sale. According to Tim Elam, Scannell Properties development manager, the typical development time for a property of this size is 22 months. It is able to complete the process in such a condensed timeframe because the city has reduced the permitting and approval process to only nine weeks.

“Scannell has developed numerous facilities for this distribution company and has consistently worked in a 24-month time period in order to bring a ground sort hub of this size to market,” John Balestra, president of Roll Real Estate Development, tells GlobeSt.com. “Scannell was an ideal buyer because we were able to deliver something that they haven't be able to obtain at other locations nationwide: a truncated development timeline. Our streamlined disposition processes matched with the City of Shafter's expedited permitting and plan check processes will bring Scannell's facility operational in less than 10 months from the start of negotiations. This is a true testament to how quickly companies can have a building live within Paramount Logistics Park.”

Roll Real Estate has been able to complete other buildings in less than a year as well, and for that reason, tenancy at the industrial park has continued to expand. Earlier this year, American Tire Distributors signed a 1-million-square-foot lease for a build-to-suit property, which broke ground in April. Ross Dress for Less is building a 1.7-million-square-foot building on the campus. In total, this development has created 2,000 jobs. “We have a number of deals on the horizon, especially as West Coast distributors start to realize the cost- and time-saving benefits of being located at Paramount Logistics Park in the City of Shafter,” Balestra says. “We are rapidly establishing ourselves as an alternative to the Inland Empire as West Coast distributors begin looking to the north for available land, available and eager-to-work labor, and lower operational costs.”

Scannell and Roll Real Estate represented themselves in the transaction, while lease negotiations for the unnamed global deliveries service were handled by Tres Reid, SVP at CBRE, and Greg Dryer, first VP at CBRE. Overall, the deal went very smoothly. “Roll is unique in that we have all of our decision makers under one roof. We can walk down the hallway and have a deal approved to move forward in one afternoon,” Balestra adds. “This eliminated obstacles and allowed us to move as fast Scannell wanted to.
