Final Phase of Gloria Robinson Court Homes in Jersey City, NJ, Completed

Officials prepare to cut a ceremonial ribbon at the opening of the Gloria Robinson Court Homes, Jersey City, NJ

JERSEY CITY, NJ— The fourth and final phase of the Gloria Robinson Court Homes , a mixed-income apartment community in Jersey City, has been completed. The phase includes 70 one- to four-bedroom units for working families and a 10-classroom Head Start early childhood education center, being administered by Greater Bergen Community Action . The fully completed community encompasses 274 units of workforce housing on a 7.6-acre site. Gloria Robinson Court Homes (Phases III & IV) were developed by Pennrose Properties in partnership with the Jersey City Housing Authority , and are professionally managed by Pennrose Management Company . “We couldn’t be more excited about this project as it truly encompasses what we envision for a mixed income community – with affordable housing for working families as well as an onsite educational center to address the growing student population,” says Jersey City Mayor Steven Fulop .  “This is something we have advocated for and which we feel can be a model for other projects that move from traditional public housing sites to true community developments with supportive services that benefit families.” “The vision for this community is being brought to life by seeing happy residents moving into their new apartments,” says Jacob Fisher , senior developer, Pennrose Properties . “The inclusion of the Head Start School will become a new model for creating mixed income and mixed use developments that revitalize neighborhoods.” The development was designed by Kitchen & Associates and AJD Construction was the general contractor. The 70 units are in three-story townhouse and four-story elevator buildings. The development is part of a HOPE VI Revitalization and received HOPE VI funds from the Jersey City Housing Authority . The development also received an allocation of Low Income Housing Tax Credits from the New Jersey Housing and Mortgage Finance Agency , CDBG-DR Sandy Relief Funds, HOME funds from the City of Jersey City, construction loans from Bank of America , Enterprise , and New Jersey Community Capital . Bank of America provided equity through the purchase of Low Income Housing Tax Credits. The completed phase is Energy Start v3-certified. Units feature carpeted bedrooms, tile bathrooms, energy efficient dishwashers, electric oven/ranges, and refrigerators.
