BOSTON—Almost a year to the day from when the Boston Housing Authority approved a project team to redevelop its Bunker Hill public housing development in Charlestown, the plan for the proposed $1-billion, 3,200-unit project is now before city and state agencies.

The Bunker Hill GP Venture LLC, a joint venture of Corcoran Jennison Associates and SunCal has filed an Environmental Notification Form with the Massachusetts Environmental Policy Act Office and an Expanded Project Notification Form with the Boston Redevelopment Authority.

The BRA, now known as the Boston Planning and Development Agency, received the plans for the massive “One Charlestown” project on Sept. 27. The Boston Housing Authority selected the Corcoran Jennison-SunCal venture in early October 2015 to pursue the public housing redevelopment project.

The proposed project, to be built on a nearly 28-are site in Charlestown, calls for the replacement of 1,100 units of public housing and the development of 2,100 new units. The existing public housing buildings (42 three-story walk-up buildings) will be demolished and replaced in phases. Construction is expected to begin in 2018 and take 10 years to complete.

According to documents filed with the newly named BPDA, the plan calls for the one-for-one replacement of all the current public housing units that are currently 97% occupied. The breakdown of the remaining 2,100 units to be developed include 1,500 market rate rental units and 600 market rate condominiums.

The overall development project totals 3.3 million square feet and will feature buildings of between six and 21 stories. The project also includes approximately 90,000 square feet of civic and retail space as well as 7.5 acres of new open space.

One Charlestown will also involve infrastructure improvements, particularly to the local street grid that will connect existing and new north-south streets across Bunker Hill Street that will create walkable connections between the center of the development and the surrounding neighborhood. The development site is bounded by Medford, Decatur, Vine, Bunker Hill and Polk streets.

In its filing, the joint venture states, “Charlestown has a rich history that will be layered into the landscape design and cultural programming at One Charlestown. The design will connect landmarks like the Bunker Hill Monument and the Charlestown Navy Yard, and the landscape will interpret many aspects of Charlestown's history. A new plaza will be introduced that reflects the history of the site and a new common area will be created for gathering with neighbors all over Charlestown.”
