BROWNSVILLE, TX—An Addison-based real estate investment and development firm, RightQuest LLC, has broken ground on another apartment development in the Texas Rio Grande Valley. Bella Vista Apartments will be a market-rate luxury apartment community.

“We just issued the official notice-to-proceed to our general contractor, Nations Construction LLC, to start construction,” Ryan Harden, principal of RightQuest, tells GlobeSt.com. “This is our fifth class-A apartment development in the Texas Rio Grande Valley. Considering each phase of development has been considerably large, this one actually being larger than the first phase.”

RightQuest is developing the property on behalf of Brownsville-based JJR Group Ltd., a privately held company that green-lighted the groundbreaking. The two companies began working on phase II of the project in May 2016, along with the San Antonio architectural firm of B&A Architects and the Brownsville-based civil engineering firm of Mejia & Rose Inc. coordinating the design.

The multi-phased Bella Vista development is positioned on approximately 28 acres fronting Ruben M. Torres Senior Blvd. near State Highway 48 (South Padre Island Highway), just southwest of the recently expanded State Highway 511. The first phase of the development included 128 luxury apartment units and a clubhouse with beach-style pool.

Phase II includes the addition of 144 luxury apartments, bringing the total community size to 272 units, as well as an additional pool, laundry facility and dog park. This phase of the development has a resort-style swimming pool, poolside cabana/barbecue area, large and small breed dog park, laundry facility, limited access control system, 24-hour emergency maintenance, detached garages, onsite storage facilities and covered parking. Most living spaces will include private patios/balconies, 9-foot ceilings, large walk-in closets, gourmet kitchens and washers/dryers. The first units will be available for occupancy in July 2017. Future phases also include development of two 3-acre commercial pad sites, which will accommodate several thousand square feet of commercial and retail space.

The site's proximity to US 77, Highway 511, Highway 48 and Ruben Torres Boulevard provides visibility and access to all parts of the Lower Rio Grande Valley. The site is located in one of the highest employment density areas within the city of Brownsville and is in close proximity to the Port of Brownsville (2.7 miles), Brownsville/South Padre Island International Airport (4 miles) and Valley Regional Medical Center (5.8 miles). Sunrise Mall is within 3.3 miles, including a Cinemark 16, JC Penney, Dillards, Bealls, A'GACI and Sears. A Wal-Mart Supercenter and a recently expanded HEB Plus! Foods is within a 2-mile radius.

The site is located on the east side of the densely populated city, providing unique and convenient access to both South Padre Island and Boca Chica Beach, home of the Space X launch facilities, approximately 22 miles east.

IBC Bank-Brownsville is providing the financing for the project. The San Antonio office of Capstone Real Estate Services is providing lease-up and property management services. Landscape design for the project is by SSP Design and interior design services are by Davidson Design Group.

As an added example of the unique economics of the Texas/Mexico border and the activity level of the area, a 173,667-square-foot retail power center recently sold. Resaca Village was purchased by a Texas-based shopping center owner and developer, MIMCO, according to Marcus & Millichap. Resaca Village is anchored by Big Lots, Fallas, the University of Texas at Brownsville, CSL Plasma, Harbor Freight Tools, Family Dollar and Tuesday Morning. At the time of the sale, the retail center was 96% occupied.

On 18.3 acres, the property is located on the signalized corner of East Price Road and South Frontage Street at 1601 E. Price Rd. There are more than 178,350 residents and 60,400 daytime employees within five miles of the center.
