NEW YORK CITY—NYC Economic Development Corp., in partnership with the MTA, has issued a request for proposals for the development of a 58,000-square-foot site in the Long Island City section of Queens. Activation of the underutilized site represents an opportunity to deck over a below-grade rail yard and create a mixed-use, mixed-income housing development above with open space, community facilities and neighborhood retail.
Bordered by Jackson Avenue to the west, 21st Street to the east and 49th Avenue to the south, the site is located near convenient transit options such as the 7 and G subway lines, the LIRR, and various bus lines. The site also is adjacent to educational institutions such as the new Cornell Tech Campus, the City University of New York's School of Law, LaGuardia Community College, and over 29 cultural institutions, including the Museum of Modern Art's P.S. 1.
The city seeks RFP responses that include a mixed-use, mixed-income housing project that incorporates a commercial facility, a community facility program and publicly accessible open space that promotes pedestrian activity and neighborhood connectivity.
“This project represents a great opportunity to meet a variety of neighborhood needs in Long Island City,” says NYCEDC president Maria Torres-Springer. “We're thrilled to be working with our partners in government to bring mixed income housing and other uses to 11-24 Jackson Avenue.”
Elizabeth Lusskin, president of the Long Island City Partnership, tells GlobeSt.com, “That area is very interesting because it bridges the mixed-use and industrial areas and has great transportation access.”
According to the EDC, development of the rail yards site is part of Mayor Bill DeBlasio's commitment to fortifying area communities by building new infrastructure, developing affordable housing that is compliant with the city's Mandatory Inclusionary Housing policy, adding new retail, and creating community and open space that enhances surrounding neighborhoods and promotes a healthier lifestyle.
