WHITE PLAINS—An impending natural gas connection moratorium to be imposed on most of Westchester County in March by utility Con Edison has business and political leaders wondering whether developers will move forward with billions of dollars in projects in the pipeline.

Westchester County, particularly in its urban centers, has thousands of new multifamily units on the drawing boards or in the approval process in major cities such as White Plains, New Rochelle, Yonkers, Mount Vernon and elsewhere in the affected areas of the county. The moratorium, scheduled to begin on March 15, could at the very least delay and perhaps even kill new development projects that have yet to break ground in the county. The impending moratorium would cover all of southern and central Westchester County, including its major cities—Yonkers, Mount Vernon, New Rochelle, White Plains and the Village of Port Chester.
