Carrfour Begins Work on Unique Supportive Housing Project in West Palm Beach

Carrfour, Florida’s largest nonprofit affordable housing developer, is partnering with the Jerome Golden Center for Behavioral Health to develop the Dr. Alice Moore Apartments project at 335 27th St. in the Northwoods Shore neighborhood of West Palm Beach.

WEST PALM BEACH, FL—Miami-based Carrfour Supportive Housing has broken ground here on what it says will be the state’s first supportive housing development with services designed specifically for formerly homeless residents impacted by mental illness.

Carrfour, Florida’s largest nonprofit affordable housing developer, is partnering with the Jerome Golden Center for Behavioral Health to develop the Dr. Alice Moore Apartments project at 335 27th St. in the Northwoods Shore neighborhood of West Palm Beach.

The $17.5-million development will consist of 36 supportive housing units for residents impacted by mental illness and residential instability. In another first for the project, the development will be Carrfour’s first outside of Miami-Dade County. Construction is expected to be completed in 2020.

All of the units at Dr. Alice Moore Apartments will provide residents earning at or below 60% of HUD’s area median income with individualized and comprehensive services within a supportive community that promote residential stability, self-determination, wellness and independence. A total of 26 units at the property will be designated for adults living with severe mental illness who require supportive services to live independently.

The four-story building will offer studio and one-bedroom units. Among the planned amenities include: an outdoor community green space, a library/business center, a gym, lobby and reception area and community meeting space.

Dr. Alice Moore Apartments will be managed by Crossroads Management, LLC, a wholly owned subsidiary of Carrfour Supportive Housing, Inc. In collaboration with the Jerome Golden Center, the community will offer a variety of on-site supportive services aimed at helping residents achieve wellness independence, including a full range of behavioral health and primary care services.

The Florida Housing Finance Corporation and the Enterprise Community Partners provided funding for the project, along with the City of West Palm Beach who, through its Department of Housing and Community Development, contributed $1.1 million in federal program funds and other development incentives for the project.  The Bank of America also provided construction financing.
