Civitas Senior Living and Desert Land Group have formed a partnership to build the Bluffs at Flagstaff, an upscale senior living community with independent living, assisted living and memory care. The 204-unit property will feature 120 independent living, 66 assisted living and 18 memory care units. The property is part of Civitas' southwest expansion strategy.
"Civitas has been focused on expanding in the southwest. We have been searching for markets with a strong need and high barrier to entry," Cami Bachman, regional director of sales and marketing, tells GlobeSt.com. "We feel that Flagstaff meets both of those requirements. Furthermore, our team fell in love with the city and people in the town."
The community will be equipped with a full suite of amenities, including an indoor pool, putting green, a pub and lounge, gym, dog parks and an activities calendar. While the amenities are an important aspect of the community, Civitas, a senior property management company, is focused on serving the residents. "Our vision is to be the best care provider in the area," says Bachman. "Obviously, we will have all of the amenities and a high end focus, but at the end of the day, or focus will be taking care of residents and providing a wonderful home."
The complex will seek to capitalize on demand for high-end senior housing in the Flagstaff market. Limited development has created a supply-demand imbalance for this product. "We feel that the demand is great," says Bachman. "Flagstaff is a high end retirement and second home community. With the lack of land, challenges with entitlement and restrictions on building, it has reduced the amount of supply. We hope to provide the luxury style seniors housing that the Flagstaff community has been looking for."
Desert Land Group is an Arizona-based developer, making them an ideal partner for Civitas' southwest expansion. "Desert Land Group was a great partner because they are from Arizona," says Bachman. "They are based in Lake Havasu City, Arizona, but have done projects all over Arizona. Interestingly, the two principals are both building homes in the Flagstaff community because their families love it there. When they brought us out to visit, we had the same attraction."
The project is scheduled to open in February 2021.
