NEWARK, NJ—Steven M. Cohen, the Trustee for the State of New York, has been appointed chairman of the Gateway Program Development Corp. for 2020.

Cohen is EVP, chief administrative officer and general counsel of MacAndrews & Forbes Inc. of New York City. Cohen previously served as secretary to New York Governor Andrew Cuomo, as well counselor and chief of staff in the Office of the New York Attorney General under Attorney General Cuomo.

In the private sector Cohen has represented corporations and individuals in commercial, criminal, and regulatory matters. He previously served as the Chief of the Violent Gangs Unit in the U.S. Attorney's Office for the Southern District of New York and is a member of the New York University Board of Trustees.

Cohen succeeds Jerry Zaro, the New Jersey Trustee of the Gateway Program Development Corp., who served as chair during 2019 and becomes Treasurer of GPDC following Board confirmation. The Amtrak Trustee, Anthony Coscia, remains vice-chair of GPDC.

The current Gateway structure will remain in place until the new bi-state Gateway Development Commission is fully constituted. During 2019, the states of New Jersey and New York passed legislation led and signed by Gov. Cuomo and New Jersey Gov. Murphy establishing the new commission, which is eligible to receive federal, state and local grants and will take on a leadership role in the delivery of the Gateway Program.

The commission will consist of seven commissioners: three from New Jersey, three from New York and one from Amtrak. All seven commissioners have been nominated and five have been appointed. New Jersey awaits confirmation on two of its commissioners.
