Mount Pleasant Approves Zoning for $1.2B Tech Center

North80 will be built on 80 acres next to Westchester Medical Center.

The Mount Pleasant Town Board has approved the zoning for a $1.2B science and technology center next to the Westchester Medical Center, New York Medical College and near the Regeneron Pharmaceuticals complex.

Developer Fareri Association is expected to file a site-plan application with the Westchester community’s planning board early next year for the first phase the project, known as the North80, that will encompass 3M SF when completed.

North80 will be a science-focused campus that includes a walkable Main Street with shops, a hotel, a conference center, restaurants and landscaped public areas.

The site is a combination of 60 acres of undeveloped county-owned land—Fareri holds a long-term lease on the county’s parcel—and 20 adjacent acres owned by Fareri.

When complete, the multi-phased $1.2 billion project would be the largest single economic development in Westchester. The site has direct access to the Sprain Brook Parkway and is in proximity to the Harlem and Hudson rail lines of MetroNorth.

“The board’s decision to approve the zoning ensures that Mount Pleasant will continue to attract high-paying life sciences jobs, as it already has done with Regeneron, PepsiCo and other quality businesses,” said Mount Pleasant Supervisor Carl Fulgenzi, in a statement.

Fareri Associates has developed more than 4M SF of retail, commercial and residential space in Westchester and Fairfield counties.

North80 is seen as a critical component in the ongoing emergence of Westchester as a science, technology, research and medical hub that is linked to other major life-science hubs in New York City and the Hudson Valley. To advance this goal, the New York State Regional Economic Development Council awarded North80 a $3 million grant last year.

In March, the Westchester County Industrial Development Agency approved financial incentives for Regeneron Pharmaceutical’s $1.4B expansion of its Tarrytown campus. The expansion will create 700 full-time jobs and nearly 800 construction jobs.

This 724,000 square-foot expansion will house multiple new R&D laboratories, administrative buildings and amenities. Regeneron is planning up to eight new buildings, three parking garages and a central utility plant. The project has received approval from the Town of Greenburgh Planning Department to break ground.

Regeneron is Westchester’s largest private employer, with over 3,000 employees and nine FDA-approved treatments and products. The company’s expansion project is scheduled to be completed by the end of 2027.
