The Customs and Border Protection is relocating its headquarters. The general services administration for the Homeland Security Agency has inked a lease to take 139,377 square feet of office space at One Aviation Plaza in Jamaica, Queens, New York.

The CBP will occupy the first, second, and third, as well as a portion of the fourth floor, representing the space where the Federal Aviation Administration used to operate. CBP will be moving from John F. Kennedy International Airport, where it occupied Building 77.

CBRE brokered the deal for the federal agency, with Vincent LaManna, Richard Freel, Maria Kobe, and Ralph Guiffre representing it on the deal. JLL and New York-based real estate firm Edward J. Minskoff represented the building's ownership.

“This was one of the most significant regional transactions the federal agency has recently undertaken,” said LaManna.

“One Aviation Plaza became the logical choice given its immediate access to the airport, its high-level security infrastructure, with a landlord with the proven ability to create the 21st Century HQ the agency envisioned.”

Overall, New York City has seen one of the strongest office recoveries in the country. In fact, Manhattan office leasing volume in 2024 hit 35.7 million square feet, the highest annual total since 41.5 million square feet in 2019, according to a recent report from Savills Research & Data Services. Plus, availability saw its largest quarterly decline on record in the three months through December. However, some challenges lie ahead, as distressed loans and a lack of office-to-residential conversions could elevate availability.
