The threat of the referendum would kill the proposed Hyatt Regency hotel that would create thousands of jobs, says Mayor Wellington Webb.

A lawyer for the union group says the city isn't enforcing its own rules about making sure qualified trade groups, such as electricians, are on current job sites, such as the $268 million expansion of the Colorado Convention Center. City officials deny the allegation.
