NEW YORK CITY—The New York State Attorney General's office has leased 345,000 square feet of space in 28 Liberty, the landmarked office tower in Lower Manhattan owned by Fosun Property Holdings.
The agreement is a shift just across the street for the Attorney General's office, which is currently at 120 Broadway. At the occupier's new location, it will will occupy all of floors 13 through 21, and floor 23 in a 15-year lease.
Thomas Costanzo, director of leasing for Fosun, represented the property owner in the transaction. Also representing the property owner were Peter Riguardi, chairman and president of the tri-state region, Mitch Konsker, vice chairman, and John Wheeler, managing director, JLL. Scott Gottlieb, vice chairman, Bruce Surry, EVP and Leonard DiMicelli, SVP, CBRE, represented the tenant.
Originally One Chase Manhattan Plaza, 28 Liberty was once the headquarters of Chase Manhattan Bank. Given its historical significance, architectural uniqueness and public impact, the building's plaza was designated as a landmark by the New York City Landmarks Preservation Commission in 2009. Located in the Financial District, the building has a direct connection to six subway lines, providing convenient access to public transportation.

Fosun has made a long-term commitment to restore the 60-story, 2.2-million-square-foot class-A office tower while further connecting it to residents and workers in Lower Manhattan. The building's retail project will create new glass facades at street level to engage pedestrian traffic for some 200,000 square feet of new retail space below the historic 28 Liberty plaza.
