SALEM, OR-The Oregon Military Department, which has oversight over the uninhabitable $21-million project, fired the nation's largest private builder two weeks ago. Last week, McCarthy Building Cos. responded by filing a $4 million lawsuit against the state in Marion County Circuit Court.

PORTLAND-Occupancy here has fallen for seven consecutive quarters and now stands at 92.3%, according ot the latest report by RealFacts, a multifamily data firm. The good news: the drop this past quarter was the smallest since the slide began in the second quarter of 2001.
